Snap-on Williams (Bahco) division.

I have the chrome ratchet that came with that set as well as the Bahco version which has a black soft grip handle.

At one time the MOCO gave the purchaser of a CVO (touring or bagger only) a nice little HD pouch with these tools inside. At this point there were no other models that came with any tools at all anymore. The next step was to offer the kit for sale in the accessory section of the Stealership. If you think snap on tools were/are expensive, this kit was double the price because the storage case had a HD brand on it.

It's been awhile since they sold them.
My 2007 Dyna Superglide was a CVO model and came with nothing, absolutely nothing for a hand tool. Neither did my 2013 Road King touring model.

Kinda like cars today with no spare tire.
