A year and a half ago my wife and I built a new home. We cut and stained the concrete ourselves. It looked good until a few months ago. Now it looks like the sealer is trying to bubble up. Is this caused by the concrete trying to sweat ? If I strip it and reseal it, will this always happen? Needing advice, because the next step is putting down new flooring. 
Also, here's a picture in one of the guest bedrooms that hardly ever sees the light of day. It looks as good as the day we sealed it. Is traffic doing this?
