Would you pull a meter in a driving rainstorm that is carrying 200 amps of load?

Pulling a meter with any kind of load on it is a no-no.

Unless you want to find out what it feels like to be engulfed in a plasma arc it is best to remove all loads before removing a non-fused disconnect.

Exactly why firemen aren't allowed to pull meters and why anyone who does pull one needs to be trained. Disconnects are there for a reason.

You cannot lock a disconnect "On", period. You can lock an enclosure. There is a BIG difference.

The question was whether or not it's allowed to lock a service on, not whether a disconnect could be locked on

If you can't get to the breaker because it's cover is locked well then...

There would be no reason to put a padlocking provision if it wasn't allowed.
It's not prohibited by the NEC.
