Why is price so cheap on epoxy flooring?

I found this add on Craigs list, has anybody ran across this flooring material
any good....i know you get what you pay for, but how bad could it be?

I am familiar with Devoe (owned by ICI) products and they are generally excellent quality...sold primarily to contractors. I do not know anything about this particular product.

There are many scenarios of why it's so cheap;
1. Left over material from a previous job, therefore its been paid for and any price is gravy
2. stolen material
3. its been sitting on the shelf past its expiration date
4. discontinued product or formula
5. all of the above

I can't read the number on that... Which Tru-Glaze product is is? And, how much is it? What is 'so cheap'?

I called the guy and his answer!
its been sitting on the shelf past its expiration date
but he says the product is still good....
I feel sorry for the person that goes to do his floor and it turns out like **** just to save a buck

If only I could read French. But from what I can make out it looks like it's related to athletic shoes, not floor epoxy.
