Why would a builder stain steps AROUND runner?

I was in a new build last week and I have seen this numerous times thru the years. The stain person was staining the steps AROUND the runner. It cannot be a cost issue. The extra stain would not outweigh the time to tape and trim around the runner. Is there any logical reason for this?

Project manager and/or carpet sub are idiots.

We always scheduled our runners after 2nd coat poly over the stain.
Many years ago I helped my friend with tearing out carpet, cabinets, etc from a 1970's house he purchased. Same thing, we removed the runner and the step paint was added to each side of tack strips with bare wood steps. Weird, Lazy and cheap IMO.

I would guess this is more of a production builder and they have a schedule to stick to and they don't want people messing up the hardwood so that is one of the last things finished. They don't have the schedule, or line item, to bring the carpet guy back after wood and don't want to deal with potential damage from the carpet guys.

Things got out sequence. Carpet guy came too early or floor guy too late. But the open house date or closing walk-through date ain't moving.

Bottom line is the customer realizing they got another screwing from the builder several years later when they pull the runner. Builder is long gone, maybe even dissolved the old company!

Stupid scheduling. Would have been easier and cheaper to stain first (just spread stain all if the way across instead of having to tippytoe around the carpet) and then carpet, but the stain guy was forced to work around the carpet.

sounds to me like runner got installed before finishing happened. if they were trying to save material they would finish before the runner was installed and leave the center section unfinished.
