I don't know much about them, but it looks like your average alarm system control box.....what it does / will do is dependent upon what other equipment you connect up to it....my brother has been doing alarm / communication systems work 15 / 20 years and has tons of old spare parts like this in the shop we share...He has told me that many installation jobs have leftovers like this because some new type of sensor has come into use which is not supported by this part, or the existing stuff is not easy enough top match with new items to be installed, so they tear out good parts and install all new pieces.

It appears to be a fire alarm panel with possibly an extra "security" feature. Nobody around here has one like that but it does have the basics. . . . Silence/ Ack buttons and lights for Trouble, Supervisory, Audible Silence.

That's exactly what it is --

That's a control panel for a fire system.
It's one of several options for the MXL series of very large building commercial fire/security systems.

Probably came with a rack and someone used that rack as a secondary rack, where the primary rack had the control panel.

It's not usable without the rest of the system, which would include
proprietary license dongles, DAPT sensors, senders, relay control systems, etc.

Here's a variant with the panel inside a wall cabinet.

It is definitely Fire Alarm, And it's called an Annunciator Panel. We use these where the FA controls are required to be located "in a constantly attended location" as per NFPA 72. It allows almost total control of the Fire Alarm Control Panel (FACP) which could be MUCH bigger that your Annunciator Panel.

Gut the panel, put a pistol and box of ammo inside and then get a decal for the front that says "in case of zombies, break glass" :D

Or mount it on the wall. You can put a shelf in there and display items while keeping them locked up.

Both of my ideas need the key though. If it won't lock then your options are more limited.
