Wierd tool from auction box

This was in the Snap-on box I got at the last auction. It is made to take a shovel or rake type handle and the sides are spring loaded. I assume it is for pulling something but beyond that I have no clue. Any ideas?

I used one on a long pole for grabbing bullfrogs at night. That was in late 60's south of Houston.
