Will epoxy stick to exposed aggregate

We are past the topcoat of cement where the rocks are exposed. Will epoxy still adhere?

Yes. Best to spiral grind the surface.

probably better than to the concrete/cement between the stones. Do you need to fill the voids? level the surface? etc.
