I have a section of concrete floor that was poured years after the first section was done and is not quite level at the cold joint. Can I use self level compound on it then put down epoxy?. Second, where do you rent the concrete grinders? I tried several of the local rental places with no luck.

It may be easier to grind down the high spot. If you use an epoxy SL they will chemically link together (within 24 hours of the application).

Cementitious products would need to mechanically profiled like new concrete.
