The amps specification probably is intended to mean the unit can be used on an electrical circuit protected by a 15-amp circuit breaker, and such devices should never exceed 80% of that 15 amperes during continuous operation on that circuit, per the National Electrical Code. So 80% of 15 amperes is 12 amperes, and the compressor should not draw more than 12 amperes.

So you need a 2400 watt generator to be able to use that particular compressor. That power level can supply up to 20 amperes to two seperate 120 volt loads, or up to 20 amperes on a single 240 volt load. With that compressor on such a generator, you will also have plenty of current capability for other small electrically-power tools and lights for work at night.
Or you need a smaller air compressor.
