Will this grinding wheel leave marks?

If I use this to remove old/chipping paint from my cement patio will it leave swirl marks? If so, would those swirl marks be covered when I paint or put some other coating down?

Also, since I'd be starting new with a freshly grinded surface, do I need any type of prep before my new coating goes down? - haven't decided yet what I'll be using.

A turbo wheel on a grinder is a very aggressive tool, so if not held down perfectly flat to the surface (hard to do without a rig to keep it level) it can and most likely will leave marks. Use caution if you go this route. If you are looking for just a grind, get a Diamabrush for your grinder, sold at Home Depot or rented there.
