Looks like a tight access spanner wrench usually see the hook end or pin at 180 degrees from handle. No idea what that specific wrench was used for but in general they use spanners on lock nuts/collars/bearing retainers etc. I've seen them used on plumbing eg lock nut that holds drain into sink or tub. Also on some coil overs.

I'm eternally fascinated by the fact that our British friends call an open end wrench a 'spanner' because it 'spans' the flats of a bolt head or nut (makes perfect sense) and the term spanner has become the colloquial term for any wrench, while in this country we use the term 'hook spanner' to refer to a wrench that doesn't span anything just because it sort of looks like it might be the broken brother of a face spanner.
Ah, language is a strange thing - remind me again, how do I pronounce 'Worchestershire'?
