so it's old.I’m not really a Williams expert but it looks like a prewar to WW2 Williams Superior carbon steel DOE wrench to me. The carbon steel Superior line was a less expensive alternative to the Alloy Superrench line.

Are the openings 2" and 2-3/16"?
I'm no expert either, but I think the black enamel with that logo means a carbon steel wrench; Alloy Artifacts says that logo's from around 1924 to 1947, ish; and they have the end date for USS size markings at 1927...so it's old.
