Wilton 350, line for touch up/restor is getting longer

i just added this to my collection its a Wilton Bullet (Model 9350 or 835 not sure which is model #), pretty decent shape, i think, only thing the end cap is little dented, i think i should b able to pop it back out.

Why? It's in better shape than the two vises I use every day.
