Wilton Bullet - jaw face missing hole for center pin?

Just picked up my first Wilton Bullet vise off craigslist, it's a 4.5", date stamp is 173. Doing a teardown for cleaning and light restoration. I got the jaws off fairly easily (2 of 4 screws were badly bent) but noticed that where there should be a hole for the center pin on both jaws there is nothing, almost like the pins were cut off and the jaws were surfaced... photos are before and after buffing with a scotch bright pad. Both jaw pads that came with the vise appear to be original and can accept the center face pin. I couldn't find any posts where the hole for the center pin was missing, is this normal?

Update: I found an ad for jaws on eBay from a seller claiming that many bullets of this kind did not have a provision for the jaw pin.
