Wilton bullet vise question

I recently acquired an old Wilton C-1. It's nearly complete, missing only the handles for the swivel bolts (the tommy bolts) and the rear dust cap. Needs a lot of work, of course.

Anyway, I noticed that the base's bolt pattern (4 holes) is asymmetrical. Two holes are farther apart than the other two. Hence my question: do the wider holes go near the jaws or near the back end?

my question exactly. i asked this same question the other day. i was told wider holes go near jaws to allow you to get it closer to the edge of the bench while still bolting to plenty of bench top.

I also have a question. I purchased a 5" bullet Wilton last week. It's old and has layers of paint, which I plan on removing. I can not tell the manufacture date because I can not remove the dynamic jaws. I turned the handle all the way out and removed the horseshoe clip behind the handle, but the dynamic jaw will not pull out.
