Wilton Shop King Vise

I was cleaning up my vise today and noticed something I had never seen before. The base of the main vise that attaches to the swivel mount has a pronounced rise along the mold parting line. The flash was ground at the factory but with a straight edge across the base there is a 3/16" gap on the opposite side. My question, is it advisable to grind and file the base to be flat across the bottom or leave it as is?

Is this the sub-base, with a ring that goes over it? The swivel mount base?
If it is, then only part of the surface of that part contacts the ring and it would be a waste of time to flatten it.

If it doesn't swivel and that base part mounts directly to your bench?? By all mean knock it flat.
Try an angle grinder followed by a 14" double cut ******* file.

This part mounts directly to the swivel base and when tight there is a 3/16 " gap on the opposite side from the swivel lockbolt. The high part is all the way form top to bottom in the first picture and the only wear marks are on the side that tightens down (also visible in the first picture. Also checked the swivel base and it is flat.

It was 38 degrees out and 20-30 MPH wind and drizzle out so needed something inside to do. Well, I dug out the hand grinder and went at it. 15 minutes later including the time to fashion up a sleeve for the center pivot bolt from a chunk of 1/2" aluminum conduit, and I have a swivel vise that doesn't act like it wants to fall over sideways any more when you loosen the swivel lock. Very solid feeling and I don't have to crank the snot out of it to keep it from swiveling. A little lithium grease and it seems better than new.
