So I picked up my second Wilton bullet vice yesterday off craigslist it is good shape but going to restore it. The static jaw has 9350 cast in and the dynamic has 835 cast into it. with 3.5" jaws I assume it is a 9350? the date on the keyway is 12 / 68 so a 50 year old vise. my question is which # would be used to determine the model. I paid $80.00 for it which was above the asking price as I didn't want to lose it. Any idea on the size of the swivel locks? all it has is a 1/2" bolt in there now. Would the hammer tone Verde paint be the right color for this vise.

Yep. 9350 is the model.

It's hard to tell in your picture but is the ledge busted off the bottom of the static jaw? Already I can tell you that it's missing the original lock down handle on the right side. Someone put a nut on there.

No nothing is busted. ya missing both lock down handles and bolts. Probably need a new end cap as it is in pretty rough shape as well.

It's a small vise and the swivel lock handles look kinda goofy to me. I'd keep the bolts you already have and install acorn nuts. It will look more like the original Wiltons from the 40's. Pop the dust cap out, fix the dents with a ball peen hammer, hit it on the belt sander to smooth it out. And Verde Green would be appropriate.
