3/8 inch nut driver with Winchester mark on ferrule with a MADE IN USA stamp under it.
As shown the photo of the entire tool, there's an internal split in the handle. I say internal because it barely goes to the surface and isn't very open and you can't really feel it with a fingernail.
There're are two holes in the ferrule that may have held rivets or brads. There's also a very slight bow in the hollow shaft.
