Gawd I hate being a newbie....sorry for this question but looking through the archives I'm a little confused. Here's what I have:

14X12 (168 sq ft) shop/office....yes I know it's tiny.
Drywalled/sheet rocked so I'm not sure of the insulation but seems to be half decent.
concrete floors/standard ceiling height.
In Charlotte so moderate climate.

I need a window a/c heater and can run 120 or 240 but prefer 120 so i don't have to run power.

I will be out here year round now that I'm working from home so any suggestions on a unit that would work? I've read a ton but can't seem to wrap my head around Btu's etc.

Anyone feeling charitable and and help a brother out?

The BTU's relate to both cooling and heating. The first unit you listed is a heat pump style with 8000 BTU cooling & 7000 BTU heating. The second unit is an A/C with electric strip heating with 8000 BTU cooling and 11600 BTU heating.
