Window fan capacitor

Have a widow fan that decided to not start for me - it tries but just barely turns. The motor turns freely so I'm looking to replace the capacitor. This particular one is not available but there are many alternatives.
  • I believe it is a run capacitor but can't find that info specifically.
  • I'm not seeing much at 250VAC - most are higher. Most are rated to 450 but state they are a 250V replacement so I don't believe that is a problem though or is it?
  • The replacement seems to be a CBB61 at 4.0 or 4.5 - I don't think going to a 4.5 would be an issue if I needed to in order to get a better reviewed replacement.
  • The leads are non-removeable which means I have to real way to discharge the current one. Am I relatively safe just cutting the wires with a decent set of pliers? Just something with dipped grips?
I took it apart yesterday so at this point it's probably discharged on it's own but who knows since the leads are buried in a way that would be hard to test.
Any thoughts would be appreciated.

you want a 4uf capacitor, the voltage won't matter if it's plugged in to 120 v . it can have a voltage of 125 or higher. the 450 one you looked at will be fine
cut the wires one @ a time & you'll be ok.
looks like you can go plus 10% & minus 5% so you will be ok with 4.5 uf
