Window Heat Pump / AC

I live in Maryland and our average low temps in the winter are in the low 20's, with occasional periods getting into the teens. I want to maintain my garage temp at ~45F. Does anyone know if a window ac / heat pump (reverse cycle ac) unit would be capable of doing this? Most of the units I have looked up online will only operate as a heat pump with outdoor temps above 40F. Since I'm not trying to acheive like 60F+ in the garage, I didn't know if there might be a unit out there capable of doing this. I was considering this option as it would get me A/C and heat all in one.

The space is 780 sq ft, 12.5 ft high ceiling. R13 in the walls, R30 in the ceiling.

I'm also in MD and have an 837ft^2 garage with attic I want to heat/cool. I found a 2 ton mini-split on-line today that costs about $1600 including shipping. This is the way I'll go. I can give youmore info.

Thanks Tom. That is a bit more than I want to spend right now. I was really hoping that a very small unit would be able to get the garage to ~45F, but I guess that just isn't feasible...
