A tree hit a 1929 garage,it was torn down and I'm rebuilding from the 1929 foundation. Sadly, the back wall is about 2'-5" from the property line. Here in New York State, the New York State Fire Code requires one hour fire rated assembly if you're building at or less than five feet away from a property line. Are there glass block or commercial windows that are one hour fire rated I could put in the gable end of the wall? I'm sad to see the windows go. I think code allows for 45 minute fire rated doors - but I can't find much about windows.

I can use 45 minute glazing! - I wonder how much windows like that cost? I went online and found this answer at safti.com: "Where the code permits a fire rated window opening in a 1‐hour exterior wall, the required fire rating for the window and glazing is 45‐minutes, with the caveat that there are 25% width and length limits. If the designer wants to exceed those limits, then the required rating for the window/wall assembly is 60‐ minutes, tested to ASTM E‐119.
Important Note! Even where the code does not permit any openings in a 1‐hour exterior wall (e.g., where the lot line is 0 to 3 feet), the code does permit the use of a 1‐hour fire resistive glazed assembly tested to ASTM E‐119."

Cost? More than they're worth.
I work around that- put windows in a different location, change the direction of the gable-end, do dormers, skylites, etc.- if the main objective is "light".

yes but according to one company online they are 9 lbs per sq ft and 1" - 1 1/2 " thick glass. Designed specifically for 0 - 3' setback situations. Can you cut or break up the foundation and re-pour? Maybe you might be able to get away with a fire door and then add a nice lockable heavy screen door later after you get the final.
