Pop the hood and pull the cowling off. IIRC you will have what looks like phillips head screws. They are not screws, they are push pins with feathers that hold them in place. At least on my Blazer it is. Not sure whether the '98 has plastic cowling or metal. If it is metal then it will have actual screws. Then observe what the wiper motor and arms are doing. It sounds like you have something stripped out or loose under there. Does both wipers do it or just one? If it is one, you have an arm that is worn out and popped off of the ball and only catches once in awhile. For some reason the design of GM lets the arms (under the cowling) pull away from the wiper mechanism.

If you have the same design as my 92 Chevy truck, like I would guess, there is a small approx 3x6 control box on the firewall. GM had a bad problem with the solder joints inside the box on the control board going bad. Just open the black plastic cover off the box. The board is inside. You can get a new board at auto parts stores, or look at yours and figure out where to resolder the bad connection. That is what I did on mine, just resoldered it and no propblems since.

If you can hear the motor turning, surely it must be a problem between the drive from the motor to the wiper? Maybe the splines are worn off if it's a splined setup? As Kevin54 said above, the first thing you need to do is see what is actually going on under there.

I fixed the wipers of a few friends with Blazers. It was always a bolt on the spindle for the arms that came off. I'd loctite the spindles and bolts and tighten them down and that was it.
