The 7.5 hp compressor tells me its a true 7.5 hp RUNNING. For some reason, when you go above 7 hp (even) the bogus hp ratings go away. Every 7.5 hp compressor I've looked at was a real, honest to goodness, 7.5 running hp, not those trumped up starting hp numbers.
That said, you need to check the data plate on the motor, but you will find that a 7.5 hp motor draws 31 to 33 amps. You should never exceed 80% of an electrical components capacity in normal use, Thus, a 40 amp breaker is marginal, 32 amps is its 80% limit. I went with a 50 amp breaker on my 7.5 hp compressor, and ran #6 copper cable (THHN in a 3/4 conduit) to a subpanel about 60 ft (electrically) away from the main panel. When you are talking distance, be sure to measure all of the ups and downs and over doors and windows, and such, it adds up.
Don't know for sure about the welder, but I'll bet a 50 amp breaker will be more than sufficient, again with properly sized cables.
The very best thing you can do it go to Lowes, or HD and look at the bookshelves. They have decent how to books on electrical, but the stuff you really want is the flip book, "Code Check: Electrical" and "Ugly's Electrical References" These books are invaluable for helping anyone understand the complex NEC rules. They will help you with wire sizing and type, conduit sizing and have lots of good info on conduit and box fill limits (no of wires allowed in conduit or box of various sizes)
