Where are u located?

4/0 use to be allowed for 200a service but the chart allowing that has been removed in the 2014 NEC.

YOur local power company/coop may have specs, in spite of no enforcement, etc. Ours does. They even spec the conduit and sweeps and ground requirements. If it is not to their specs, they just go away to the next job.

worth a check with them..

Rural Missouri...No codes enforced or inspections

Regardless, u should still follow code so u dont have any issues.

That only applies on the line side of the meter for underground services. PoCo has different rules than the NEC.

Overhead service entrance and Load side of meter is governed by the NEC.

It's still basically the same thing. Not sure why they changed it to the 83% thing.

Yes now they just require load calcs but base it on the same 83%. Why did the code panels even need to change it? Stupid IMO

Only reason that I can think of is it makes it harder to misuse it, because have do the calculations instead of going to a table. Just a WAG on my part.

That wire is okay for 200A service but technically it has to be terminated outside because it's URD with only a USE-2 rating which is not a fire resistant insulation. You'd need to switch to SER for any interior run to the breaker panel. You can do this by using an exterior main disconnect.

Thanks for the help

You said this will run from your dual tap meter, is there any over current protection there? if not, you might want to consider it, and if you do, the wire you use will need to be 4 conductor
