wired up 220 outlet but have question

So I recently wired up a 220 outlet for my welder using 10-2 with a 30 amp breaker. when I check the voltage in each socket I get 120 volts. when I touch both I get 210 volts is that normal? thanks

If you get 120 on each leg then you should get 240 across both legs.

It is possible that rather than 120/240 system, it's a 120/208 3Ø Y.

In which case it would be normal

just using a craftsmen meter on ac mode building im in was wired a long time ago maybe 70s

Correct that's probably the case. Look at the mtr and see what it is.
