Are you going to put the light switches all in the same basic location? Or are they going to be spread out throughout the garage?

As above - if all in the same wall box, run power into the box then runs from each switch to the first light in the group, then on from there.

the choice between 14-2 and 14-3 is dependent on where things are physically located - the extra wire in "3" cable allows you to control two circuits with one piece of cable (common neutral) so if you have all your switches in the same location, yes it'd be less wire to use "3" than "2".

If you plan on using 3-way switches (2 switches to control the same lights) you'll need "3" wire and to use the red line as a runner.

its up to you and where you are physically putting things. The wire does not care.

2 Gang switch on one side of the building and 3 gang switch on other side wall diagonally across from 2 gang. Can i run 14-2 to bring power the switch first ,Do i also run 14-2 from the 2 gang switch to the 3 gang switch on the other wall? where do i need 14-3 other than from the switch to the first receptacle, and the last receptacle out to the 3 gang switch?do i run 14-2 between each of the ceiling light receptacle boxes until i get to the last one which i believe needs a 14-3 to the 3 gang switch,I would like to have 8 lights total but may leave a loop in areas when strapping the wire in case i want to run a light in between the 14ft. gap between each light then i could have 12 lights, going with a led that looks like a 4ft. fluorescent light fixture.
