This is probably a real dumb question but how do I control the top outlet with the switch? I wired it up and both are constant hot?

your hot to the outlet is not switched. to switch the upper outlet you need 3wire to the outlet, 1 hot switched( to the upper) and the other hot not switched ( to the lower ) and be sure to break the tab on the hot between the 2 outlets

I hope youre not using that diagram.

The switch has 2 power feeds- white taped black and the red.

And its a 3-way...

What are u trying to do? Control the light and outlet with one switch and have them alternate

Sounds to me like what you want is what is known as a "half hot" receptacle.

Your drawing is just a drawing of an always hot duplex receptacle and a light controlled by a switch, all fed from the same power source.

As stated by the Cobbler, you need 3 wire to the half hot receptacle, break the tab on the hot side of the receptacle, attach one hot, and one switched hot. Neutral and ground as usual.

That is not "red". It's the ground...
