Wiring to the breaker box.

I'm not sure how to wire from the meter base to the breaker box in my house.(200 amp)
It used to be that you just drove two grounding rods into the ground and made a continuous ground to the panel, but a buddy told me the code now requires that I be connected to the rebar in the foundation... Is this so?, and if so, how is it accomplished?

New construction generally uses an Ufer ground, or Concrete Encased Electrode, which is the connection to the rebar in your foundation. There's an explanation on Wikipedia: http://en.wikipedia.org/wiki/Ufer_ground If the house is already built and you don't have access to the rebar, the old method of two ground rods still is acceptable.
