Wondering what this toolis called and what it does.....

I've posted on the HAMB but so far nothing definitive. Here are some pics, the best I have currently. The only marking is on tha back of the handle it’s simply 100. Head pivots freely and the slot is about 1/4” wide.

It looks like it is made to bend flat bar or small rod. The square holes are for carriage bolts or square nails to attach to a piece of wood. Perhaps an antique rebar bender.

-Not sure but I'll take a WAG. A thin piece of flat metal goes in the slot and the head pivots to create a bend/radius. If done carefully an entire circle or any shape with rounded corners could be created.
