Not quite sure what you're asking but generally commercial buildings in the US are required to be designed by architects and engineers.
The IBC is a performance based code and relies on registered design professionals - architects and engineers - to design the framing. It says how the framing has to perform, and the designers calculate how big the framing is and how it is connected.
The IRC is a prescriptive code and provides the framing by tables and details, limited to one and two family dwellings.
