getting ready to start my garage, can I attach the bottom plate of my stud wall directly to the the block stem wall or should I attach a sill plate first and then the stud wall to that? Stem wall will be aprox 18" above grade do I need to use pressure treated lumber for the bottom plate?

Yes you can attach the bottom plate to the block wall. The wall should be grouted flush to the top. Use a PT bottom plate on the wall.

Frame your walls on the ground.

Run a 2x PT board across the stem wall and bolt it down using the anchors we know you installed.

Lift wall on top of the PT board and nail.

You 'could' frame the walls using the PT as the bottom plate, but it's a little more work. The cost of the extra wood is minimal but makes the job a lot easier.

And yes on the foam strip. Keeps the bugs out.

That would be a pretty basic question so I think you don't have a lot of experience? ddawg is correct telling you to put the PT down first on foam. One better would be to spread grout on the wall and place the PT in the wet mud and cinch lightly shimming where needed to provide a nice level mudsill. It also gives you a wider area to nail off any sheathing at the bottom just like the top with its double plate.

Stem wall will be 8" block, any reason the blocks above floor level can't be 6"?
