Finally got to the bottom of the shorted VS rail. There were 5 shorted IGBTs and a blown fuse. That's not to say that's going to fix the problem but it's step in the right direction. I do have a question that I'll probably present to EEVblog forums when they come back up but all 5 IGBTs are FGPF4633s but above that I have 3 different IGBT Part #s. 1B09BB, 1B09AP and 1B09CA. Does that matter? Is that just some sort of a date or production code? I've not seen any info querying those #s and looking at FGPT4633 data sheets.

Short to ground sounds like a cap somewhere. A lot of those sets have "just good enough " caps and tend to fail fairly early.
Many of the caps are shorted to ground but aside from removing each one and testing out of circuit how can I test them? None look bulged but given most of them are shorted to ground I cannot ID any one bad cap causing the short to ground.
