This is used in underwater salvage. A person gets into it, and is lowered to the ship/area that is being salvaged. A large claw is lowered into the water to pick apart the ship and bring it too the surface. The person looks through those portholes and communicates with the surface through the tether/air/communication lines to the ship above.

Udated info it`s been sold to a dentist that was having a contest with his neighbor as to who has the weirdest yard art............. He won.

There is a muffler shop near here that takes the old mufflers and pipes and makes the craziest things out of them. Usually people and western motif stuff, but every know and then there is something over-the-top. I'll have to remember to take pics next time I drive by.
