These guys are based out of Michigan, and they do the preprinted sheets. Not a cheap process, the material is expensive, and they spec 48 mils of clear epoxy, but they can do some pretty cool stuff. I found the larger pore size ones worked better, but they also gave noticeably lower resolution.
Beware coating over a vinyl decal, or any non-perforated decal! If a clearcoat wears off printed vinyl the ink wears off very soon after. Cut vinyl decals are better, but limit your colour and image options.
