levaughn I am not sure but if I had to make a guess I would say made by Wiha in Germany ?
This logo comes up regularly and so far I don't think there has been a positive ID.
It certainly could be some short-lived brand of Williams.
Every example seen here, often combo wrenches, have part numbers that agree with Williams, just as this one, 1033C.
Sure hope this one can be finally identified for certain.
