Can anyone help with identifying the intended purpose of this wrench?

It was included as part of a lot. This is not the piece I was after. I am curious what equipment this may have been manufactured for.

It measure 10-3/8" end-to-end. The hex opening measures 1-11/16", set above a 2-1/8" square opening which looks to double as a hex opening. The opposite end is open with a 1-1/4" opening set above a 2-1/16" open. The only visible marking on the wrench is the "172" on the beam.

It might be a type of water meter wrench with the square and the single point used on a 5 point head?

This may be the case. The angle on this single point does appear by eye to be a touch shallower than that on the hex opening. That would jive with use on a penta-head fastener.
