Buy one from your local welding shop. Up here in maine we have a place called Maine Oxy. I got a 60CU tank for $150. It came filled up with trimix gas too.
Call around and try to get them to fill the tank as a courtesy gesture for giving them your business.

I stumbled across mine, and oxygen, and acetylene tanks on CL for low bucks. I took them to the local welding supply and they swapped all three for full tanks. I can't say this works everywhere, but I've seen it done at two welding supply places.
If you go used, you have to check the date stamp. Too old and the welding supply won't do the swap.

yeah I do know about eh hydrotesting.. and thesea re hard to find man haha. I got a quote of 183 for a 80CF tank with a C25 fill
