is it some type of spool to wind wire on maybe , expands to wind the wire or rope on then collaps like in the pic to take the coil off?

I'm with you. Looks just like the automated ones at a big box store in the electrical dept.

Is there a drive (hex socket?) in either of both ends? Does the bell piece on the end have threads? (I'm guessing its missing the bell for the other end)

Left and right hand threads, and the "Star" bits appear to move up and down, and adjust the arms.

I don't know what it is but I have one just like it. Only mine is on a 6 foot long steel shaft with a "D" handle. Picked it up with a bunch of scrap metal left for the taking outside an old 1920's post office. Appears to be a reamer of some sort and mine is covered with soot.

I'm glad you posted this. I would like to what they are for too.

Wow this has got me stumped. I think reamer is the closest on track guess. Possibly made to be pulled in either direction inside a cylinder, as the claws are such a shape to no hang up on anything.

I suspect I'm a bit late as Slocobrar's post is quite feasable but here are a couple of shots of the one that I have. A close up showing the broken tine and a very poor shot trying to show the long handle.

It's an 1860's Proctological tool used in the removal of Hemorrhoids and polyps.

You could also use it to core and section an Apple.
