WTF is this thing?

Hi--I picked up the gadget you see pictured along with a whole bunch of machinist and precision tools from a retired machinist. He told me it has to do with pneumatic removal of something from a milling machine, but I don't see how it could work and also have no idea what to call it in order to research it further. Apparently, judging by the black plastic hood, it is factory made, and the actual removal tool is a air butterfly ratchet, but that's about all I can tell just by looking at it.

Anyone have a name for this thing? Or a manufacturer's name? Or a thought as to what kind of machine it would fit onto?

Its a pneumatic drawbar, to grip or retract the cutter on a vertical milling machine such as a Bridgeport.
