Good evening,
You know how you buy a box of stuff at a yard sale for an item then you find something in the box you didn't notice until you dumped it out? That's what this is. A tool? Not a tool? Got me. The tip is loaded on a spring such that you can wind it up, it latches and when you push it down the tip spins. Some cordless/batteryless screwdriver??? Just wondering if anyone has a clue.

Can you wind it up either direction? It might be a plug spinner, if not, that's what I'd turn it into.

Looks like a custom 'one off' shadetree mechanic tool, so the possibilities are endless.

If I had to guess, I'd say it is a tingler bearing pre-load tool for use on a 1982 Yugo.

Possibly a custom factory made tool to aid in the assembly of something? Sewing machines, or other mechanical machinery?
