A guy about 75 miles away has 2" Dow XPS sheets that are 37x54, tongue and groove. $6 per sheet. BUT, they have 1/4"-3/8" of concrete on them. He says this is how they were made. He says they are for roofs of commercial buildings. Has anybody run across this stuff before? If it was used on the outside of a foundation, wouldn't concrete to concrete insulate less?

It's the 2" xps that provides insulation. Concrete does too, just not much at all. It won't matter. At $6 a sheet, that is 1/3-1/4 retail, so why not? Might be heavy though. Hope you have a pickup or a trailer.
