yet another Harbor Freight roll cab question????

I looked at the 13 drawer roll cab for $349 today at Harbor Freight and noticed the rough, dull finish. My question is about what type of finish it has. I assume it is a rough finish powder coat, but am not sure. Can it be sanded flat and painted?

It's a red crinkle powder coat. A couple of guys on here has painted them. If you don't like the textured looked then I would sand it smooth before painting.

What's the best method for sanding? DA?
