Yet another whatsit

I found this in a box of tools the neighbor set out for free. The outer sleeve screws on to the internally threaded nose and locks it to the core. Other than that , nothing is free to move. Other than a reference to being a key, I am lost.

Looks like a wheel lock with that flower lobe pattern. Do the inner threads fit any standard wheel stud size?
