Sir you are correct, there was a disconnect at the meter about 30 feet away, however there was no earth ground....
Need a little correction here. Fault current wants to go back to the neutral at the transformer. This is why the main panel is grounded. A ground rod, ect doesn't carry fault current.

I'll throw in $1 and say it's all perfectly fine once pics are posted.
I've got a PM going on with him. There's a disconnect outside that he doesn't see any evidence of a ground at. The "main" panel has a three wire feed in what looks like PVC. I asked him to post more pics tomorrow, hopefully of the inside of the disconnect, maybe there's evidence of a UFER.Oh boy. Subpanel wiring has lots of issues. It's tapped ahead of the main. That wire needs to be in conduit.
I assume the panel in the picture is what you have been calling the main panel? That looks pretty good. Other than the three loose wires

oh theyre very strict up there from what ive heard...In post #46 he states this is a brand new building. HIs location is Seattle. Does Seattle or the suburbs not have an inspection process? In a PM, he told me this is his job. I would be letting whoever owns the building, whether it's his boss or a land lord, know about this mess. Someone paid for that.

While I may ask the guys here for a clarification on how the NEC is interpreted / implemented in the field under certain conditions, I understand how AC works and I am comfortable working with it. I strongly suggest given your level of experience, (based on your questions) that you hire a professional, licensed electrician.
