Sir you are correct, there was a disconnect at the meter about 30 feet away, however there was no earth ground....
Does that still make it the main panel....
These pictures are the wires coming into the shop.....
I guess this is not the main then....
The disconnect breaker is under the meter....
Does that make it the main panel instead of this one.....

Need a little correction here. Fault current wants to go back to the neutral at the transformer. This is why the main panel is grounded. A ground rod, ect doesn't carry fault current.

Oh boy. Subpanel wiring has lots of issues. It's tapped ahead of the main. That wire needs to be in conduit.

I assume the panel in the picture is what you have been calling the main panel? That looks pretty good. Other than the three loose wires

I've got a PM going on with him. There's a disconnect outside that he doesn't see any evidence of a ground at. The "main" panel has a three wire feed in what looks like PVC. I asked him to post more pics tomorrow, hopefully of the inside of the disconnect, maybe there's evidence of a UFER.

Like the others already said, your pics are uploaded and visible, but are very blurry.

While I may ask the guys here for a clarification on how the NEC is interpreted / implemented in the field under certain conditions, I understand how AC works and I am comfortable working with it. I strongly suggest given your level of experience, (based on your questions) that you hire a professional, licensed electrician.

I don't give this advice lightly, as I am a big proponent of DIY, and while people here are kind and want to help, you could end up getting seriously hurt or hurt someone else. Be safe.

OP, as requested better pics and include main panel on the pole, this "main panel" (let's call it Sub-1) and pics of Sub-2.

If you can pass an electrical inspection with the guys on GJ, you're dong it better than about 95% of the master electrician installs that I've seen in real life...

In post #46 he states this is a brand new building. HIs location is Seattle. Does Seattle or the suburbs not have an inspection process? In a PM, he told me this is his job. I would be letting whoever owns the building, whether it's his boss or a land lord, know about this mess. Someone paid for that.

oh theyre very strict up there from what ive heard...

theres no way this was inspected or permitted.

some of it needs to be ripped out and redone

I know all about sneaking things past building departments without a permit. One thing I haven't been able to figure out how to do is get a POCO to turn on the power to a building without a release from the AHJ.

Guys this is a mess that I came into just a few weeks ago....
This was a shed turned into a shop....
It is way out in the country and there seems to be some sort of deal or something worked out with the poco...

None of my business....I don't and never will ask that question....

I just got here, and I knew something was wrong.....

This is why I've reached out to you guys....

Yes the code in Seattle is very strict... Obviously this mess wouldn't pass....

We are so far out in the wilderness that a Black Bear is probably the code inspector....

Don't know .... never seen him.....
Probably won't.....

But what I've learned from you guys in just a few days has been extremely beneficial and for that I'm grateful....

Thank you guys for all of your help.....
