Really odd reason to join and post....
Look at your ordinances and what the requirements are for a a variance (hint: it usually requires "hardship") and go to the meeting to politely voice your opinion.

Gee, thanks for the ever-so-warm welcome! I was merely looking for friendly advice. Forgive me for asking for some opinions. It would be more helpful if you guided me to a more appropriate place if this is indeed not the right place. The snark was unnecessary. Sorry you seem to be so bothered by my inquiry. I actually thought I could get some kind help. Guess not.

If that was the original question, I think that @PCustoms gave reasonable advice. I had to get a variance when building my garage, and I had to explain my reasons in a public meeting that all the adjoining neighbors knew about. No neighbor said anything, so the decision on my variance depended on the people on the committee. I did get my variance, which was for less green space on the lot due to building size, and letting me build into the normal required setback space. If any neighbor would have had a reasonable objection, I would have been out of luck.

Doesn't that seem exactly the nosey neighbor type where the world revolves around him and be first in line to tell you what you can do with your own property!

While I think the 3' variance would go through without any issues, getting the new garage built within 2.5 feet of the property line might be a harder press of the variance. Having an elevation difference of only 2-3' is nothing and would easily pass, as long as the materials used for construction, along with the initial design, blend in with the existing structure.
What the OP missed out on was the value of extra privacy being add to his backyard and rear deck. Or, perhaps, even more, a hidden reason for the neighbors to want to build a buffer between his backyard and theirs due to the OP's potentially offensive use of his deck and backyard. In another of our homes, we ended up with a privacy feature, as the neighbors backyard was used for a dumping ground for debris from his landscaping business, making our time on our newly built deck not enjoyable at all. Same went for their children, who we loved dearly, but seemed to lack attention from the parents, and also got dumped into their backyard, not allowing us some quiet time as they sought our attention, or the attention of our company, in a constant manner whenever we were outside.
