What tool is this?

Really? Can you find a picture of that?
It looks a lot like a frame for a type of "surform" file to me. There is clearly a mechanism to pin something on two holes, and pull the pins apart.

Looks like a file handle that can receive different types of files.

Handle reads, "?Steadfar? VERSAFILE" and opposite side, "Sheffield England."

That's my guess.

There are chainsaw file guides that look something like that. They only allow the file to drop a certain distance below the top of the tooth so you get the proper "hook" profile on the teeth. Still that doesn't look exactly like one.

It is in fact missing the blades. It is a "Versafile" Made in my home town in Sheffield UK. I had one many years ago before I came to FL. We still have Surform which is not quite the same but gives you the idea.

Yes, it does indeed look at lot like it, but it most certainly is not a [chainsaw] file holder.
