It looks a lot like a frame for a type of "surform" file to me. There is clearly a mechanism to pin something on two holes, and pull the pins apart.
Came in a box of hammers and saws.
I wasn't too sure if it is as-is, or missing a piece.

There are chainsaw file guides that look something like that. They only allow the file to drop a certain distance below the top of the tooth so you get the proper "hook" profile on the teeth. Still that doesn't look exactly like one.
